The paper will describe a methodological framework for integrative, participatory research and development. The framework was developed in the context of the International Potato Center’s (CIP) sweet potato Integrated Crop Management (ICM) program in Indonesia, and adapted and applied for sweet potato ICM program development in Vietnam and potato IPM work in Indonesia. The framework is characterized by farmer-participatory and integrative approaches, and includes the following R&D phases: (1) problem, needs and opportunity assessment, (2) applied technology development, (3) farmer training development and institutionalization, and (4) monitoring and evaluation. Methodological issues will be illustrated by practical experiences, outputs and measured impact of the sweet potato and potato programs in Indonesia and Vietnam. Suggestions will be provided for application of the framework in other situations based on lessons learned.
