Many agricultural research systems are organized to generate agricultural research findings. Unfortunately, in many instances, these findings are not packaged and availed to the end users. In the few instances when this is done, low adoption rates are common place because the technologies do not reflect the client's needs and their respective circumstances. To avoid this predicament, research organizations need to maintain people based objectives at 1. different levels of operation (institute, programme, project and activity) and 2. in different stages of technology development and dissemination (planning, priority setting, resource allocation, implementation and evaluation). This paper presents the case of the Kenya Agricultural Research Institute in institutionalizing planning, monitoring and evaluation system that takes the two points into account.
